United States, South Korea and Japan will negotiate in Washington about the efforts to confront North Korea.
This is one of the efforts the countries in the region to increase diplomatic efforts to prevent conflict re-occurs. U.S. Secretary of State Hillary Clinton met counterparts from South Korea and Japan in Washington on Monday (12/06).
The meeting was conducted two weeks after North Korea's deadly attack on the island of South Korea because Seoul's military exercises.
China which is the most important ally of North Korea was not invited but all three countries are expected to discuss Beijing's proposal concerning the area of emergency talks.Different views

In a previous telephone conversation, Obama urged Chinese President Hu Jintao to cooperate with the United States as a "clear message" to North Korea that South Korea's provocation against "unacceptable". The BBC's Nick Childs says the fact that there is a telephone conversation between the two presidents demonstrate the seriousness of Beijing and Washington in response to recent tensions.
Note talks also show differences in views. Beijing wants all parties to exercise restraint and refusing to blame Pyongyang; Washington wants Beijing over North Korea asked for the responsibility. Some U.S. officials upset with China's position, especially considering the amount of Chinese influence on North Korea's leaders.
International Criminal Court will investigate whether the North's action could be viewed as war crimes. The Court said it would examine the shooting Yeonpyeong island on November 23 that killed two South Korean marines and two civilians.
The situation on the peninsula remains uncertain. On Monday, South Korea remains a series of new shooting exercises even though Pyongyang has issued a warning. Exercises conducted in the eastern coast, west and south but not done in a sensitive area along the sea border in the west.
South Korea's defense minister said the new company would conduct air strikes if the North returned to attack civilians.
