United States, Japan and South Korea declared North Korea must improve relations with South Korea before the start of negotiations about their nuclear program.
The statement was issued after the meeting between U.S. Secretary of State, Hillary Clinton, and partners from South Korea and Japan in Washington on Monday (6 / 12).
"The meeting of the three countries agree on steps to be taken North Korea before the six-party talks could be held back," said Mrs Clinton.

"North Korea must improve relations with South Korea and stop provocative actions," the U.S. secretary of state.

Special relationship
Mrs. Clinton also insisted North Korea must fulfill all international obligations and take concrete steps to realize the commitment to destroy nuclear weapons.
This meeting was held to discuss the tension on the Korean Peninsula after North Korea attacked the South Korean-owned Yeonpyong Island last month that killed two marines and two South Korean civilians.
Proposal for resumption of six-party talks on North Korea's nuclear program proposed China, Pyongyang's closest ally. The talks are followed by the United States, South Korea, Japan, China, Russia, and North Korea are stalled April 2009.
Mrs Clinton rejected the proposal on China and said Beijing should encourage North Korea actively cool the tensions in the region. U.S. diplomats say the request was filed because Beijing is considered to have special relations with North Korea.
